THE WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA) STATES THAT LOCAL MEMBERSHIP ON THE WDB SHALL INCLUDE:
- At least the majority (51%) of MCWDB membership must be representatives of business in the local area who are owners, chief executives or operating officers of business or other business executives, including small businesses, business organizations, or human resources executives with optimum policy-making or hiring authority that provide employment opportunities in in-demand sectors or occupations as defined in WIOA.
- At least one (1) representative of a local educational entity.
- At least twenty percent (20%) of MCWDB members must be representatives of labor organizations.
- At least one (1) member must represent a community-based organization with expertise in addressing the employment needs of populations with barriers to employment, including, but not limited to, those that represent or provide service to individuals with disabilities, veterans, WIOA eligible youth (including out-of-school youth), farm workers, homeless persons and immigrants.
- At least one (1) member must represent an economic development agency, including private sector economic development entities and/or Small Business Development Centers.
- At least one (1) member must represent the State of California Employment Service Office under Wagner-Peyser serving the local area.
- At least one (1) member must represent programs carried out under Title I of the Rehabilitation Act of 1973.
- Membership may include other individuals or representatives of entities as the BOS may determine to be appropriate. A single member of the MCWDB may be appointed as a representative of more than one entity on the MCWDB if the individual meets all the criteria for representation in accordance with WIOA.
